European plans for a digital euro and global expansion of central bank digital currencies are advancing, raising debates over financial control, privacy, and monetary sovereignty.
In France, cash payments to professionals are capped at €1,000, making larger transactions illegal. At the European level, a new ceiling of €10,000 per transaction is set to apply from July 2027, alongside stricter identification requirements for payments above €3,000, reflecting a broader tightening of cash usage.
According to widely cited international trackers, 137 countries, representing about 98% of global GDP, are exploring central bank digital currencies. Of these, 49 are in pilot phases and 11 have already launched systems. China’s digital yuan has processed transactions totaling roughly $2.37 trillion by late 2025, indicating significant real-world adoption.
The European Central Bank (ECB) is preparing legislation for 2026, with a pilot phase expected in 2027 and potential deployment between 2028 and 2029. The project includes features such as holding limits—reportedly around €3,000 per individual—intended to protect commercial banks from deposit outflows.
Officials have emphasized privacy safeguards, but critics point to technical possibilities inherent in digital currencies. Public remarks from senior central banking figures have highlighted the potential for strong regulatory control over usage. Concerns include transaction monitoring, spending conditions, and the theoretical ability to restrict or direct how money is used.
Pilot programs have demonstrated such capabilities. In Shenzhen, digital currency distributions included expiration dates, leading to rapid spending rates of around 90% before expiry. In Brazil, analysis of the DREX pilot code revealed functions enabling authorities to freeze or adjust balances, illustrating how programmable features could be implemented.
The EU’s MiCA regulation introduces stricter oversight of crypto-assets, including KYC requirements for transfers above €1,000. Combined with cash limits and digital euro plans, this creates a more regulated financial environment across both traditional and digital systems.
Not all countries are pursuing retail CBDCs. The United States has taken a restrictive stance at the federal level, while Norway and Sweden have stepped back from retail digital currency projects. Switzerland continues wholesale experimentation but has ruled out a retail CBDC for now, maintaining a more cautious approach.
In response, some investors are diversifying into assets perceived as less controllable, such as Bitcoin held in self-custody, physical gold stored خارج banking systems, and USD-backed stablecoins. The latter have gained regulatory clarity in the United States through new federal frameworks supporting fully collateralized digital dollars.
Jurisdictions like Switzerland, Paraguay, and El Salvador are attracting interest for their regulatory or monetary positioning. El Salvador, for example, maintains Bitcoin as legal tender and offers citizenship programs linked to crypto investment, while Paraguay has seen tens of thousands of residency applications amid favorable conditions.
While the digital euro is not yet finalized, infrastructure development is ongoing. Analysts estimate a 12 to 24 month window before full-scale implementation enters an active phase, leaving room for political shifts or policy changes across jurisdictions.
The evolution toward digital currencies is accelerating globally, but its final shape remains contested, with significant differences in policy, technology, and individual financial freedoms across regions.
