Survey data shows more than 80% of people in China report feeling excited about AI, with comparatively low levels of anxiety. In contrast, the United States clusters on the opposite end, where concern and skepticism dominate. The divergence highlights fundamentally different public expectations about how AI will shape daily life and economic opportunity.
China’s strong optimism is rooted in decades of rapid technological upgrading that have consistently improved living standards. For many, innovation has meant better jobs, higher incomes, and expanded access to services. The US political system is more immediately responsive to public backlash, where local protests or electoral pressures can quickly influence policy, including resistance to AI infrastructure. China’s system allows for faster deployment of technology but may struggle to absorb social tensions if dissatisfaction grows.
Analysts warn that if job displacement accelerates, China could face a delayed but potentially sharper backlash. A system with limited tolerance for dissent may find it harder to manage widespread discontent if optimism erodes, especially compared to the more reactive but flexible US environment.
Chinese authorities are already preparing for labor disruption. Plans include monitoring job creation and losses using data such as power consumption and payment flows, and establishing early warning systems for mass layoffs. The goal is to intervene before instability escalates.
Policymakers face a difficult trade-off: protecting workers without slowing technological progress. Officials are cautious about imposing restrictions that could weaken AI competitiveness, even as they seek ways to cushion social impacts.
Common proposals such as retraining, education reform, and continuous upskilling are widely discussed but may fall short of the scale of disruption AI could bring. Rapid technological change presents a challenge that no country has fully solved.
