Elon Musk's Boring Company raises $3B, plans 93 miles of UAE tunnels
Elon Musk’s The Boring Company has closed a $3 billion Series D round that values the tunneling startup at $23 billion, with the United Arab Emirates and affiliated investment entities leading the financing and a new plan to deploy more than 150 kilometers, or about 93 miles, of tunnel infrastructure across the country.
A $3 billion bet on underground transport
Elon Musk’s tunneling venture has moved from a niche Las Vegas transport experiment to one of the most aggressively valued private infrastructure startups in the world. The Boring Company announced a $3 billion Series D funding round on September 9, saying the financing values the company at $23 billion and is led by the United Arab Emirates and affiliated investment entities . The company framed the round not simply as fresh capital, but as the financial base for a much larger UAE partnership that includes more than 150 kilometers of tunnels, equivalent to roughly 93 miles .
That headline number is the core of the deal. The Boring Company says the UAE investment will accelerate a plan to deploy “mass quantities” of underground infrastructure across the Emirates, on top of the Dubai Loop project it says was already awarded . Reuters reported that the proceeds are intended to support an expanded partnership for more than 150 kilometers of underground infrastructure across the UAE, while also backing Loop projects in Las Vegas, Nashville and Dubai .
The valuation is striking. Reuters described the $23 billion figure as a sharp increase from the company’s 2022 valuation of about $5.7 billion after a $675 million round . Quartz also reported that the new valuation is roughly four times the 2022 level, highlighting how investors are now pricing The Boring Company less as a local mobility operator and more as a possible platform for repeatable tunnel construction .
The UAE becomes both financier and strategic customer
The most important feature of this round is not only its size, but who led it. The company said the Series D was led by the United Arab Emirates and affiliated investment entities . Arab Finance reported that Dubai-based Shamal Holding also joined the investment, alongside a wider group of U.S., Gulf and international backers .
That alignment matters because the UAE is not a passive investor in the story. It is also the geography where the largest announced expansion is supposed to happen. The company said the new UAE tunnel partnership is separate from, and additional to, the Dubai Loop project that had already been awarded . Arab Finance reported that The Boring Company has signed a construction contract with Dubai’s Roads and Transport Authority for the pilot phase of Dubai Loop, consisting of 6.4 kilometers of tunnels and four stations, with construction scheduled to begin in late 2026 .
In other words, the round links capital formation and project development. A sovereign-led funding round helps finance a company whose largest new opportunity is in the same country. For The Boring Company, that could shorten the distance between investor confidence, government support, permitting and procurement. For the UAE, it offers a way to import a high-profile tunneling platform while positioning Dubai and the broader Emirates as early adopters of underground point-to-point transport.
Who else joined the round
The investor list shows that Musk’s tunneling company continues to attract a familiar mix of Silicon Valley venture firms, Musk-adjacent capital and global institutional investors. The Boring Company named Human Capital, Vy Capital, Valor Equity Partners, Sequoia Capital, Andreessen Horowitz, Temasek, Shamal Holding and Baron Capital as participants in the round . Reuters reported the same group of investors and said the company plans to use the proceeds to increase hiring across engineering, production and operations .
TechCrunch reported that Andreessen Horowitz, Sequoia Capital, Human Capital, Vy Capital and Valor Equity Partners participated, and noted that The Wall Street Journal had reported in July that The Boring Company had been seeking as much as $4 billion . The final announced figure, $3 billion, is still one of the largest private financing rounds in transportation infrastructure and comes at a valuation that assumes meaningful expansion beyond the company’s current footprint.
The Boring Company’s own announcement says the capital will be used to expand and scale Loop projects including Vegas Loop, Music City Loop in Nashville and Dubai Loop, while also accelerating research and development of Prufrock and future products . That matters because the UAE project will test whether the company can translate its claims about faster, lower-disruption tunneling into a much larger, international deployment.
From Las Vegas showcase to multi-city program
The Boring Company’s operating proof point remains Las Vegas. The company said Vegas Loop has added stations and connectors at Westgate, Encore, Fontainebleau and Sahara Las Vegas, and that the system has now carried more than four million passengers . It also said Clark County has approved 19 additional stations, bringing the entitled Vegas Loop network to 123 stations .
TechCrunch described the company’s work to date as concentrated mostly in Las Vegas, where it operates tunnels connecting hotel casinos and the convention center . That distinction is important: the company has working assets, but its largest advertised opportunity is still ahead of it. A system with a few miles of tunnels and station connectors is very different from a 150-kilometer national or regional network in the UAE.
The company says it has recently moved beyond Nevada. In Nashville, it began work on the Music City Loop, a privately funded underground system intended to connect downtown Nashville, the Music City Center and Lower Broadway with Nashville International Airport . The company said tunneling began after it received a Tennessee Department of Transportation permit on February 25, 2026, and that by August two machines were mining simultaneously . TechCrunch also noted the Nashville project, describing it as a 10-mile underground loop .
These projects help explain why investors may be willing to pay a much higher valuation than in 2022. The company is trying to show that Loop can move from a convention-center system to a multi-city tunneling program, with machines that can work in different ground conditions and with less conventional launch infrastructure .
The technology claim: Prufrock at the center
The Boring Company’s announcement puts its Prufrock boring machines at the center of the expansion thesis. The company said newer machines can launch and retrieve directly from a transporter known as The Monster, reducing the need for traditional launch pits, cranes and heavy civil preparation . It also said it demonstrated Zero-People-in-Tunnel continuous mining in May 2025, with the machine advancing and erecting a full tunnel ring without crew inside the tunnel .
By August 2026, according to the company, ring building had become fully autonomous, with six concrete segments of about 3,750 pounds each placed with millimeter precision in less than a minute and monitored from its Global Operations Control Center in Texas . The company also pointed to an all-electric segment hauler and a continuous conveyor designed to move up to 990 tons of material per hour and support advance rates of up to four miles per week .
Those are company claims, not independent performance audits. But they explain why the financing is being presented as more than a capital raise. If Prufrock can actually reduce setup time, labor exposure and surface disruption, the UAE could become a large-scale proving ground for a tunneling model that The Boring Company wants to sell elsewhere. If the machines do not perform at scale, the same UAE project could expose the gap between prototype progress and infrastructure delivery.
What is known — and what is not yet clear
The known facts are substantial: $3 billion raised, $23 billion valuation, UAE-led round, more than 150 kilometers of planned tunnel partnership, and a Dubai Loop pilot of 6.4 kilometers and four stations . The investor list is also public, and the company says the proceeds will support hiring, Loop expansion and Prufrock development .
The unknowns are just as important. The company announcement does not publish a route map for the 150-plus kilometers, a full construction schedule, station count, capital cost, fare model or final procurement structure . Reuters reported the partnership as an expansion across the UAE, but did not provide detailed routes or project economics . Arab Finance identified the Dubai Loop pilot specifications and late-2026 construction timing, but the broader UAE buildout remains less defined .
That lack of detail is normal at the start of major infrastructure programs, but it will matter quickly. Tunnels are not only engineering projects; they require rights of way, station access, safety approvals, ventilation plans, emergency procedures, utility coordination and long-term operating agreements. A financing round can fund growth, but it does not by itself solve permitting, construction sequencing or ridership.
Why the 93-mile target changes the story
The 93-mile UAE target changes The Boring Company’s profile. Until now, the company has been known largely for Las Vegas, a controlled tourism and convention environment where short tunnels can offer direct trips between high-demand nodes . A national-scale UAE tunnel partnership would be a different kind of test: hotter climate, more complex urban integration, a larger public-sector interface and a requirement to coordinate new infrastructure with existing roads, transit, property developments and security needs.
The Boring Company argues that underground networks can relieve congestion by moving travel into a three-dimensional system and reducing the surface land consumed by roads . That pitch is especially attractive in fast-growing cities where surface corridors are expensive and politically difficult to expand. But the UAE plan will have to prove that Loop can scale beyond point-to-point novelty and become a durable transport layer.
For Musk, the deal also strengthens the transportation side of his corporate universe. While Tesla builds vehicles and SpaceX builds launch systems, The Boring Company is trying to own part of the physical corridor through which future urban mobility could move. The UAE round suggests investors are willing to fund that infrastructure thesis at a much higher price — but only execution will determine whether the $23 billion valuation reflects a breakthrough platform or an expensive option on tunnels not yet built.
The bottom line
The Boring Company’s Series D is a financing event, a geopolitical partnership and an infrastructure test all at once. The $3 billion raise gives the company fresh capital; the $23 billion valuation signals investor belief in a larger tunneling market; and the UAE’s leadership of the round ties that belief to a concrete plan for more than 150 kilometers of tunnels .
The next milestones will be practical rather than promotional: the start of Dubai Loop construction, disclosure of the broader UAE route plan, delivery timelines, station locations, regulatory approvals and evidence that Prufrock machines can build at the speed and cost the company implies. If those milestones arrive, the UAE could become the first market where The Boring Company moves from showcase tunnels to regional infrastructure. If they do not, the new round will be remembered less for solving traffic than for assigning a very high valuation to the promise of doing so.
