France has proposed a €10 billion AI “gigafactory” project, aiming to build up to 1 GW of computing power and strengthen Europe’s technological sovereignty.
France has submitted a major artificial intelligence infrastructure project named ION as part of a broader European program worth €20 billion. The initiative aims to establish one of several planned AI “gigafactories” across Europe, designed to expand the continent’s computing capacity and reduce reliance on foreign infrastructure.
The project is backed by eight founding partners who intend to fully finance the initiative themselves, without relying on direct public subsidies. These partners also plan to become primary users of the infrastructure, betting on strong demand for AI computing resources and long-term economic viability.
The facility is expected to begin with 100 MW of computing power as early as next year, with a long-term target of 1 GW, equivalent to the output of a nuclear reactor. This would represent a significant increase in Europe’s AI capacity, especially compared to the 15 GW currently concentrated in the United States.
A central argument behind the project is France’s access to low-carbon electricity, largely generated from nuclear and hydropower. The initiative aims to convert this energy into high-value AI computing capacity, positioning France as a cleaner alternative to more carbon-intensive data centers abroad.
Beyond the core partners, around 28 additional organizations have already joined the initiative. This includes major players in open-source AI such as Hugging Face, a globally recognized company with French roots, signaling strong ecosystem alignment.
Europe currently accounts for roughly 20% of global GDP but only about 5% of global AI computing power. Projects like ION aim to close this gap by building sovereign infrastructure and supporting domestic AI development across the value chain.
The ION project reflects a broader European push to regain technological sovereignty in artificial intelligence by combining private investment, low-carbon energy, and large-scale infrastructure.
